    Sometimes bypasses do relieve congestion; other times they just move it. I’ve seen both.
    One of the more successful was a four-lane bypass with ramps, avoiding a heavily-trafficked two-lane highway with many driveways along it.
    Probably the least successful was a bypass around a small city I lived in. Doubled the lanes, but hit so many intersections with traffic lights, it didn’t gain anyone any time
